February 1939: Switzerland has closed its borders for Jewish refugees. Hundreds without legal documents keep crossing the border. Police Inspector Robert Frei, a young obedient government official is relocated to the canton of St. Gallen. He discovers an auxiliary system that is supported by many locals and put into practice with the help of St. Gallen police captain Paul Grüninger.
